Training and Research (TAR) Business Consulting was registered with the Ministry of Industry and Commerce in March 2016. It is an expert consultancy company that provides services in conducting all types of monitoring, evaluation, surveys, third-party monitoring, feasibility studies, capacity development, and developing web-based databases, mobile applications, websites, and developing short video documentaries for visualizing the program results. TAR Business Consulting is a women-initiated and women-led company that has 20 permanent staff members including national as well as international team members and more than 400 male/female short-term consultants across 34 provinces and 370 districts of the country.
We believe that our on-the-ground presence, access to all 34 provinces and 370 districts of the country, nine years of progressive experience with all the major donors, and the existence of highly qualified national as well as international team members are our top strengths, help us produce high-quality products, which has context realities and international standards together at the same time. In TAR Business Consulting each assignment is implemented keeping in mind the key principles of (a) quality, (b) timeliness, and (c) customer satisfaction. These principles have allowed us to create our place in the market and we are known for quality and timely service provision.
During the last 10 years, we have conducted evaluations of more than 50 major programs in 34 provinces of Afghanistan with all the donors including ACTED, CONCERN, Welthungerhilfe, GIZ, Cordaid, DEC-UK, UNDP, USAID, Islamic Relief UK, and almost all the international organizations working in Kabul. It is important to highlight that in December 2024 we completed the end-line evaluation of a very similar project named “The Women Entrepreneurship (WE) Project of IRW-USA, under which the project had supported more than 450 women enterprises and the evaluation team covered 242 enterprises in 10 districts of Balkh, Bamyan and Hirat provinces of Afghanistan on sampled bases and we also recently conducted the evaluation of another (DEC-UK) funded similar project named “Food Security, Livelihoods, and WASH response for vulnerable households in Kabul, Balkh and Bamyan province” Project Committee. In nut-shell, we have completed the evaluation of a huge number of similar projects.
